Faction Types
A Faction has exactly one Type. Nobody can be good at everything, & every institution has its own weaknesses reflected in its intrinsic character.
In economics, this is called “Dutch Disease” — the weakness of overspecialization — but in truth, everyone has it. The Navy could never do as good a job at making burgers as McDonalds does. Even you, dear reader, have specializations (i.e. your chosen career skills) that you cannot take back. You too have Dutch Disease.
If you want to reap the benefits of a second type (i.e. you rule a city, but also want a militia), create a Subfaction of that type.
