Army Proficiency
Armies have a proficiency ranking; they can be green, veteran, or elite.

In an army, we always assume the average Level is 1. This assumption doesn’t change no matter how large or experienced the Faction gets — remember that experience has no correlation to Level. Most soldiers have a family or other network & qualify for Level 1, & the ones that don’t are covered by high-ranking officers.
Similarly, we assume each soldier has 1 combat-useful Class Feature. Soldiers tend to have a mixture of Features drawn from Class Features (primarily officers or famous soldiers) or from the Racial Features of great beasts near their home. Some have accompanying Mutations.
It is possible to have exceptionally specialized & talented special units with a dramatically higher HD, Feature list, magical powers & other beneficial traits. These elite units are not modeled by the basic experience table & are best treated as similar to Resources: Defined at world creation as valuable assets tied to locations or titles that are worth fighting over.
Increasing Army Proficiency
Armies gain a level of proficiency when they defeat an army of equal proficiency.
